Welcome to the Summer 2025 edition of CA Quarterly Review. As summer gets into full swing and calendars get packed, there’s so much to do and never enough time to do it all.  Take time to relax and enjoy the season.

In the late 1990s, the Department of Housing and Urban Development aimed to significantly reduce its staff, viewing the outsourcing of contract administration as a means to achieve this objective. The plan was to partner with public housing authorities and state housing finance agencies, leveraging local expertise to deliver better oversight, faster response times, and more consistent performance. This strategy has proven successful because 25 years later we are still going strong.

July 9th marks the 25th anniversary of the signing of the Annual Contributions Contract for Ohio. The District of Columbia was added four years later, in 2004. For the past quarter of a century, we have been dedicated to ensuring quality housing and fostering strong communities. This anniversary is a testament to the hard work, partnerships, and commitment that have brought us this far. We extend our sincere appreciation to the owners, agents, and stakeholders who have partnered with us in providing quality affordable housing to over 70,500 households in Ohio as well as over 9,600 households in the District of Columbia.

This moment of celebration brings a bittersweet note as we announce the retirement of Mark Pascoe, Ohio Director/Manager for our partner, CGI. Mark has had an illustrious career spanning 18 years and has held various positions throughout his tenure. His contributions have been invaluable to the PBCA journey over many years. We extend our heartfelt congratulations to Mark on his retirement.

Rest assured, Ohio will remain well-supported. A comprehensive transition plan has been developed, which is detailed in the pages of this newsletter.

AHSC Welcomes New Leadership - Davin Cheng and Ken Nicholson

With the announcement of Mark Pascoe retiring, CGI searched for suitable replacements who would not only carry out the duties of the PBCA, but would do so with a passion for helping those in need through administration of the Section 8 Multifamily Housing Program.  We would like to take this opportunity to not only wish Mark Pascoe the best in his retirement, but to also introduce and welcome our new Leadership at AHSC: Davin Cheng will be the Contract Manager for Washington D.C. and Ken Nicholson will be taking over the duties as the State Manager for Ohio.  AHSC is fortunate to have both Davin and Ken, and encourage you to learn more about them below, as they are currently transitioning to their new roles.  

 

Davin Cheng, Contract Manager for Washington D.C.

Davin has just under 20 years working in the affordable housing industry. She has a wide range of experience and knowledge of affordable Section 8 housing programs. Davin has developed an expertise with housing compliance and affordable housing processes, while cultivating strong client relationships and leadership skills.  Davin is well versed in housing policies and procedures using industry best practices. In each of her roles, Davin has contributed significantly to workflow development and enhancements, ensuring program compliance while boosting client satisfaction. Davin most recently served as the Program Administrator for the state of New York’s Emergency Housing Voucher Program, (EHVP).   Davin has fifteen years of experience in Performance Based Contract Administration (PBCA) collaborating with the New York Housing Trust Fund Corporation (HTFC) and the Department of Housing and Urban Development (HUD). Davin has demonstrated strong project and portfolio management capabilities including implementing large complex programs in a compressed timeframe. Davin implemented the HUD nationwide COVID-19 Supplemental Payment Program for Section 8 contracts administered by CGI in its seven jurisdictions. She quickly learned the new program and trained staff, ensuring compliance with HUD and PHA regulations, policies and procedures. The program was successful over all claim periods offered by HUD and allowed Davin to become an expert in this area. In her latest role, Davin has successfully stabilized this new voucher program, started by HUD in 2021 and awarded to CGI by the New York Housing Trust Fund Corporation (HTFC) as SPLA.  In her role, Davin has utilized her affordable housing experience and has introduced innovative approaches to the delivery of this contract.  Davin is thrilled to rejoin the Performance-Based Contract Administration (PBCA) initiative, where she and collaborate with the CGI Federal team, the client, and HUD. Davin looks forward to leveraging her expertise and working alongside stakeholders to achieve shared goals, drive innovation, and make a positive impact in the communities served. Her enthusiasm for returning to PBCA reflects her commitment to fostering strong relationships and delivering exceptional results in the housing sector.

 

Ken Nicholson, State Manager for Ohio

Ken brings nearly 25 years of experience in the Performance Based Contract Administration (PBCA) field. He is highly knowledgeable in housing policies and procedures, consistently applying industry best practices. Most recently, Ken served as the Contract Manager for Washington, D.C.'s PBCA. Prior to that, he held several key roles, including Cleveland Area Manager, Finance and Reporting Manager, and Training Manager—all within the PBCA. Ken is excited to return to the Ohio PBCA team, where he looks forward to working collaboratively with properties and HUD to support the mission of providing decent, safe, and sanitary housing.  

 

 

Extension of Mandatory Compliance Date: Section 102 and 104 of the Housing Opportunity Through Modernization Act 

 

HUD has extended the HOTMA final rule compliance date to January 1, 2026 per HUD Notice H-2025-03 issued 5/29/2025.

HUD 2025 Income Limits 

 

HUD published the 2025 income limits effective 4/01/2025.  Owner/Agents must ensure that they utilize these income limits for files with certifications dated 4/01/2025 and after.

Updating Owner/Agent Contact Information in iREMS

 

Your current contact information is essential for the PBCA and HUD to be able to provide you with improved customer service.  Let this newsletter serve as a reminder to verify that your contact information is accurate in iREMS. 

To update this information completely and accurately you must do so in APPS. The responsible person for APPS data management at your organization can update APPS.

To access APPS, begin with the Active Partners Performance System option on the FHA Connection's Multifamily FHA menu. This takes you to the PIH-REAC Online Systems page on the HUD.GOV website. This is a Single Sign On gateway to multiple systems, allowing you to log in (registered users), use the online registration form link, and/or request password reset. Click here to go to the HUD.GOV website for additional information on APPS, including registration, system login, and user guides.

If you have problems logging into APPS, contact the Help Desk at (888) 297-8689, option 5.  If you need to register for access with any of HUD’s other secured systems, please click on this link for additional information: Multifamily Online Systems

  • Owner contact should not be anyone in the Management Agent's office unless the Management Agent also owns the project.
  • HUD cannot accept a P.O. Box as an address. If you have submitted a P.O. Box as the address in the past, please update this information with a different address.

Utilize Existing Mailboxes for Workload Requests

On 5/13/2025, HUD’s Office of Multifamily Housing sent out the following information:

To Our Valued HUD Owners, Agents, and Business Partners,

It is critical that all asset management workload requests for HUD be submitted to the existing incoming mailboxes previously established for our Multifamily regional and satellite offices. Use of the mailboxes will help us ensure that your request is received, assigned, and tracked through completion. A list of portfolio assignments and contacts will be provided in the coming weeks.

HUD Has Updated the Violence Against Women Act (VAWA) Forms

 

HUD has recently updated the VAWA forms.  These forms are designed to handle transfers, certification of domestic violence, dating violence, sexual assault, and/or stalking. Additionally, these forms provide notice of rights and responsibilities to residents and housing providers. These forms now expire on January 31, 2028.

Contact Center Poster/Information

 

Assisted Housing Services Corporation (AHSC) has created a Customer Contact Center poster that our Owners and Agents of Section 8 Multifamily Housing can post in their rental office.  This poster will provide your residents with useful information, such as our business hours, contact information, and general issues that AHSC can assist with, including but not limited to:  

  • Answering questions about the calculation of a tenant’s rent
  • Assisting with clarifying HUD Occupancy Handbook 4350.3 requirements
  • Serving as a neutral third party to residents, property owners and management agents, and the general public
